Yes, she is the co-borrower, so she owns 1/2 the house. Is she paying 1/2 of the mortgage? if not, you need to pay the re-fi fees to get her off.

Being "on the loan" doesn't matter, nor does who's actually paying the note. Is she "on the title" as joint owner? It's OWNERSHIP that gives her right of access.
