If they shut it off until further notice because you have not paid or any other form of retaliation - NO that is flat out illegal.

Well he must be expecting you to pay him money for rent, or power bill or something. If the bill is in the owners name -and the bill is not paid-he can request for the power to be shut off, He can tell power company he wants the power changed into the tenants name-and yes have it cut off if the bill is not getting paid.
