Only if they had a baby. And potentially not even then - councils have a chronic shortage of properties, and very long waiting lists. Even if you're high priority, if there's no suitable property, they can't put you anywhere.

If you were truly homeless, the council would put you in a B&B or other temporary emergency accommodation.

If you're not homeless, you're never going to be eligible. So instead you'd need to both get jobs and a private rental; then claim housing benefit if eligible.

Maybe, but they would most likely be on the bottom of the list and not qualify for one for a good few years. If you both live at home, you are not in desperate need for accommodation. Wanting and needing are two different things. You could contact your council and ask, but there will be many needy families in the queue ahead of you.

In theory if 18 or over yes. But the waiting lists are long and preference is given to those with kids.

In some areas there is a waiting list of 20 years. Young people are not a priority. People with children are.
