If you are not married and she does not sign the tenancy agreement she will not be a tenant.
She will always stay as occupier, you will remain as main tenant as you were the original person that the council gave the tenancy to. That way she has no rights to the place to chuck you out if you both fall out.
Unless you get a form to give them her details she wont be on the tenancy agreement and if you live in Scotland after 6 weeks of her living there she has the same rights as a wife regarding the tenancy, Good Luck

I have a question please, currently Im the sole and main holder of my council flat secured tenancy.
I am the main applicant.
My partner about to move in with me in the near future. Of course I will tell the council about her moving in with me.
After she moves in or when we both change or move/swap place together, will our new contract be joints? or she will stay as an occupier rather than joint tenant?
