If you have to pay for water and garbage pickup, you will get an allowance toward the cost, so some will be deducted from your rent payment.
Section 8 vouchers cover a potion of the rent based on your income, and would send a check to your landlord each month for the portion your voucher would cover. Any additional expenses of the rental unit would be at you expense.
Some rentals accepting Section 8 vouchers might include certain or all utilities in the rent as you currently have in your rental agreement. You would have to ask each landlord or property managers that accept Section8 vouchers.
I think you will find that most section 8 approved rental units do not provide utilities. Therefore, you would be required to have the utility turned on in your name. In most situations the utility company would require deposit prior to turning the utility on in your name.

Section 8 will only cover your rent. You would be responsible for utilities.
Talk to your case worker. If you are section 8 because you are mentally disabled there are programs where they handle some of your bills for you.
