If you pay an assiciation fee or the park has "community" use area like swimming pool , then yes, they will. Some states like Florida mandate it, if over 10 units. Most "good" parks have some form of HOA, it protects everyone.
Your neighbor is right. Not all of them do, but most of the larger ones may have them.
Nope...however, they all have owners who get to pass and enforce they rules - in some cases, an HOA would be preferable.
