Why in the hell would anyone want to work with you under the circumstances you can not and have not handled your finances in the past. People with freaking disabilities work every day of the year and I suspect a few million more could if it were not so easy to get now a days.
LL's do not have to work with anyone barring a discrimination issue etc. and not dealing with a poor financial planner is not one of those discriminations!
Apartments are inanimate objects, incapable of doing any work at all.
Edit: Ah, that's what's wrong with your question. You should be asking "Do Landlords have to work with conservators". You might want to reask this question all over again.
