HMO's of 5 occupants or more need a license.
HMO's are usually done on YOUR OWN PROPERTY. (property YOU own not rent) not that you actually live in thats not a hmo thats just a room rental.
Landlords WOULD NEVER GIVE PERMISSION of subletting to a HMO.
As already stated where you also asked this question you would need landlord's permission and he may well not want to have the expense of turning his property into an HMO.
