Volunteer to do something in the HOA - most need volunteers for something. Then you can find out by asking another member or even ask the member in question "Where do you live?" directly. One of the answers given was not correct - In many HOAs the board members only need to be property owners and aren't necessarily required to live in the HOA neighborhood or condo. Probably most condos HOAs hire a management company, but many neighborhood HOAs do not. Neighborhood HOAs are often managed by the board members - they decide what maintenance needs to be done and hire someone to do it.
Board member MUST be a unit owner in 99.9% of cases. So yes, they probably live in your neighborhood.

Google youy hoa name. Most hoa's have web sites. Also, as noted, unless the HOA is still under developer control, all HOA Board members are residents and must be residents.
But, why would you want to contact a board member directly??? HOA's are operated on a daily basis by the management company hired by the HOA board. If you have an HOA issue contact the Management Company first.
In most HOAs, board members must be residents of the condo complex or local housing development. Try reading the meeting minutes or ask any board member how to locate the others.
