How about something along the lines of: 'Experienced in cutting hair for people who are housebound/in a wheelchair and for those who may find a haircut distressing or bewildering (eg ASD, learning difficulties)'.
I work with adults with a variety of disabilities and I know many of them struggle to find basic services, like dentists and hairdressers, that can accommodate their wheelchairs, or movement limitations, or social issues, etc. so I am happy to see you interesting in serving this segment.
You might try something like saying "We welcome special needs" and showing a wheelchair logo. However, I think working your network and having a separate flyer would be better. Have your clients with disabilities hand flyers with coupons out to their friends. If they live in or are associated with a facility or home or anything, try to advertise there, etc.
As you work with one group or another, you can then use them as references to get into other places. Locally, for example, there are nearly a dozen homes, communities, and facilities for people with special needs of all types fairly close together. If you had a business relationship with even a few of them you would get a lot of clients that lived near each other- a bonus for a mobile shop.
You could say that your services would be especially welcomed by those who find it difficult to get out and about.
i think that's a good idea to call your OAPs rate a common rate for OAPs and disableds - you could call it -
" Discounted rate for disabled and elderly customers"
you could then underneath that title qualify the word 'elderly' as meaning OAPs thus
" *elderly=OAPs "

This is one of those situations where with the best of intentions you can cause offence to someone.
Why not just say all needs catered for.
Maybe say 'everyone welcome' or something
Hi,
I am a newly set up mobile hairdresser, and I am working on my website and various other bits.
Where I used to work in a salon I used to cut a group of people who had various disabilities, like aspergers or autism, in wheelchairs etc etc.
It took a while, but I got used to them and them to me and I was wondering how do I word that for advertising.
I think just saying 'disabled clients welcome' is a bit rude.
I have an OAP rate available so could I word those together... Ive never done much advertising so I dont want to be noticed for bad wording rather than the good I am doing.
No other hairdresser I know around actually advertises that they do this, while Im sure they might I am hoping if I say I do it I will get more work that way.
