The only major exception to that rule that I've seen is the paid surveys that college researchers put on Amazon Mechanical Turk to fill course requirements or do small surveys for actual research. They usually don't pay a lot.
If you were asking other survey questions over the phone you would have a job, answering surveys is generally some ploy to get you to but product trials, etc. and can't really be qualified as an ad. Be aware that a "job" ad might have been placed by a marketing affiliate who gets a couple of dollar commission for recruiting people to the survey biz.
