So much has changed in the SEO landscape, what was effective even 6 months ago may not work now. First you need to establish what SEO is working NOW, then pursue that. Google+ Local is working right now and I have always done well posting on blogs in my niche and adding back-links.
I see SEO classes taught at community colleges and continuing adult classes.
I taught myself SEO and Internet placement by studying websites that came up first on search engines via free or "organic" searches - as opposed to those coming up via AdWords, etc.
It's quite easy - or is for me - and I hated computers just a few years ago.
Now I have friends offering to hire me to help me with their websites they paid someone $1,500 to do but didn't know the first thing about search engines.
One thing changing is Google is going to rank websites very low that have a lot of links - something popular the last few years so people would share links to each others' sites. But Google is now seeing it as a type of spamming.
Also Google is going to phase out keywords and rely on content. That's fair actually because some websites put in keywords that have little or nothing to do with the actual website.
There are courses out there that teach SEO but recently I spoke with a friend who is taking one of those classes and her instructor did not mention the new Google info I just mentioned above.
So try different instructors or classes if you're not satisifed or confident they know their stuff.
