Well, for starters, when I go there, I see a lot of text and no products for sale, just a lot of kind of rambling explanations about why the store doesn't work. This doesn't look like you're ready for business, frankly.
Focus your writing a lot - much of what you've written here can be stated much more concisely, or can be dropped entirely, because it's not relevant. Less is more.
And focus on the core problem - the store. You can't sell anything if you have no products listed and a lot of blah blah blah on why not. No one cares what your excuses are for not having an active store. They just see a non-active store, and move on.
First impressions take seconds to make - make them count. No sense sending out flyers if people spend 10 seconds on the site, realize it doesn't work, and go away. They won't be back.

Where I live people who sell second hand goods either have a shop or a market stall, not a website
If you sell online then off course you have to list products, photos, and postage costs
and that is not going to work in your favour if the goods are not new
You don't have a business until you actually sell, so meantime try facebook,with pictures and description
as the website just won't work for you in the second hand market .as EBAY has got the market already

Bit of a fatal flaw, that. Possibly time to come down off your high horse and start reading some business books if you're serious.
Social media is one way. Maybe your school would even help promote it! Putting your ad in the newspaper doesn't cost too much depending on where you reside. The best way to do all of this is to find your target audience. Ask a daycare or elementary school center for promotion or if they would hand out flyers for a price. Best of luck!

I'm 16 and I have my own business. Please don't say I'm too young or anything because I know what I'm doing, but I don't know how to promote it and to sell my things. It is called Children's World and I sell second hand products which are in excellent condition for children, like books, DVDs, video games, football cards, toys and play sets. I've tried posting business cards and flyers through people's doors but I have had no success. On Twitter I have followed over 800 people and I've had a couple of replies but nothing has sold.
