Either the landlord see you as a potential problem with your past relationships with the people you mentioned, or with the criminal activity found on a background check.
Why is it so important for you and your fiancee to stay in this particular apartment? Why don't you find one where you are acceptable? Why not move in to your rental unit?
I don't think you would have success in moving into this rental unit as long as the current manager is the manager.

HUD doesn't pay for shaking up, so there is no way you would ever obtain permission to do so.
The personal BS is really immaterial. If you owe a utility money and have a criminal record those 2 issues alone can be legal grounds to deny you depending on the screening guidelines for that property. Some HUD & low income properties DO NOT allow people with some misdemeanors with in a certain # of years.
and NO the landlord has NO legal obligation what so ever to allow you to be added to the lease. You could be engaged to the Queen of England and you would still be required meet the qualifications like any other tenant.
The ONLY way she is doing anything wrong or breaking any laws is if the utility bill is now paid off and the misdemeanor is not grounds for denial under their property guidelines.
Does your fiancé even have permission from HUD to move you in?? Regardless, the landlord is under to legal obligation to allow you to live there.
Sounds like you have much bigger issues. Why "battle" with this person, just look for another apartment.
