There are many ways to advertise your car wash business/services. If this is a one off occasion, maybe you can try social media, its low cost and an easy way to get the word out.
If you are working in a particular community, you could try getting some info into their newsletter for try to put together a cost effective mailing campaign. The post office has a EDDM Retail program that allows you to target particular neighborhoods.
Don't know if your mobile but you could try and contact business centres with car parks
ask local shops to put a poster up in the window/door/message board
get people you know to spread the word
give out some flyer's
get some business cards done as well

Get a little A6 flyer printed up. Dont forget your upsells like cleaning car interiors, vacuuming etc.
Or wax and polish maybe. Offer to clean their car in their lunch break at work or at their home maybe? With the landline number put 'when line is busy please leave a message'. Offer regular car cleans discount so 5 cleans weekly for the price of 4? Get some cheap air fresheners and leave with flyers or give out to existing regular customers for free, they'll appreciate it and stay loyal.
Target your local supermarkets/large carparks/stations and pop a flyer under a wiper.
You could put a sign type thing on your driveway with a telephone number.
Drop cards through people's doors with a number they can call with your address to arrange dates or whatever.
Knock on people's door yourself to advertise.
Put signs up on public things I guess but I'm not too sure about that lol.
