I would go with posting a lot of stuff on social media sites...that will get it going
There are 2 tyoes if visitors - those that are passing through and those that come back again and again and again. The second type are the ones that you want to visit your website - far more valuable since they trust what you are saying and are more likely to buy things (if you sell stuff) or click on adverts or take part in your website - whatever it is that you want them to do.
To get them to visit you need to tell people that it exists and tell them in the correct place - you don't just rely on people finding it themselves.
Perhaps the best ways are to take part in discussion groups and forums based on the subject of the website - and WHERE RELEVANT - tell people to visit the relevant pages on the website. If you are just selling things rather than telling people things then remember not to link straight to your adverts - a sure fire turn off and likely to get you banned from a lot of forums. Pretty much get out there and tell people about the website.
Second thing to do is do a google search for the website subject using whatever words you would use to find out the information you have - and then read up on website optimisation for those key words - if that is how you look for it then others will look there too
If you are selling things (an online shop) then e-bay is a good starting point
Local adverts will work if the website is for a local interest
Well get friends to look at it because they will see how cool you are at making websites and it will get you a very small amount of traffic, also if you want to if you have facebook or twitter or something of that nature, post the link on there and say Look at my new website! or something but don't be too crazy about it! You just need to get a little traffic from people you know and the resources you have and once you get a good amount of traffic you will move up the search list when people search in google!

Create a FB page, Twitter, make videos on Youtube that promotes the site. Also, tell people about it, send invites through FB, put up ads in stores, libraries ect. Good luck!
Get some good content, then visitors will come via the search engines
