Technical aspect and marketing aspect.
On the technical side it *can* be fairly straight forward IF you know what you're doing. If you've never created a website before AND you are well versed technically (or are willing to learn the necessary stuff), then it can make sense to do it on your own.
It's like laying parquet flooring in a room. Everyone could potentially do it (even if you've never done it before), it's not that hard to learn the necessary stuff and do it. And yet most people prefer to hire a professional floor layer to do the job.
The marketing side, though, is much trickier.
Because you build a business website NOT for your own entertainment. The purpose of a business website is to SELL or at least to contribute in some way to making money. And that's where the vast majority of all businesses screw up. BIG TIME!
And then they wonder why their website doesn't contribute anything to the bottom-line of their business.
Well, if you screw up marketing-wise, then you shouldn't wonder.
It would be rather a miracle if such a website WOULD contribute anything meaningful to the bottom-line of that business.
I mean, if you'd attach the wheels to the ROOF of a car instead to the chassis, you wouldn't really expect that car to be able to drive, would you?
Well, when it comes to business websites, most small business owners (at least 80-90% of them) do exactly that. They attach the wheels to the roof of their "car" (figuratively speaking) and then wonder why that car doesn't move.
I think the problem is that small business owners are usually completely clueless marketing-wise and when they hire someone to build their business website, they just look around to see what "others" in their industry are doing and then try to mimic that.
The only "little" problem is: What those "others" are doing is usually DEAD WRONG.
So, most of them just keep thinking that if a website doesn't contribute anything to the bottom-line of their business (or generates very poor or mediocre results), they believe that it's "normal."
Wrong! DEAD WRONG!
The only purpose of a business website is to make money or to contribute in some way to the bottom-line of the business. And if a website doesn't do that (verifiable by tracking), then it's not a business website. Even those business owners that do generate sales with their business websites, don't usually track things properly. So, they remain clueless as to how well their website is doing. But knowing EXACTLY how well your website is doing is the first step to making improvements.
It's a somewhat long-winded answer to your question, but it pretty much explains how I think about this issue.
The short answer would be: If it's a BUSINESS website, then hire an EXPERT!
