You cannot assume the landlord has done nothing just because the behavior has not changed. Most bad tenants will never do what they are told the 1st 5 times we give them a warning notice. If it is a legitimate complaint & not normal living in an apartment stuff, all you can do is keep complaining & hope they comply. If the manager is giving notices & the tenant refuses to comply then they should get evicted eventually, but it will take a while. If the manger sees it as a nuisance complaint & is not doing anything then there is really nothing you can do.
If they are being so loud as to violate noise ordinances then call the police non- emergency #.
Don't bet on the cops doing anything. No disrespect meant, but they have higher priorities than telling neighbors to turn down their music.
Call your non-emergency police number and file a complaint with them over the phone.

I would say call the cops and they should do something about it :)
My upstairs neighbors are extremely loud. Loud music, stomping, and I think they are doing it on purpose. I talked to the landlord twice but nothing has changed.
