The main question for you has to be - how will you get visitors to your website?
A website with no visitors is like an advert in one random book somewhere in a library - who is going to find it and see your advert?
One of the main ways businesses look to get visitors to their website is Search Engine Optimization (SEO). This is where the site is optimized so that when someone searches in Google or Yahoo for 'roofer yourtownname' or 'roofing yourtownname' then your site will appear in the first page of results
Does the website package you're looking at include any Search Engine Optimization at all (it doesn't look like it from what I can see on their website)?
If it doesn't, then this is something you would need to be able to learn yourself or pay someone (and it is often not cheap).
Other ways to get people to your site include:
Google Adwords or Facebook ads (but you need to control costs on these)
Posting on local Facebook groups (free)
Word of mouth from customers
Giving out inexpensive flyers
All in all I always recommend that my clients have a website as it is a shop window for them on the internet. However, I would suggest that before you spend $600 you know how you will get potential customers to see the website and if you don't know how, you may be best starting with free options (such as a Facebook page for your business or a Google Places page) and go from there.
I think I can answer this for you.
Pros: Makes it easy to get your business online. Will take care of the most time consuming parts of building a website. Might get you more business leads than a website you build by yourself, though how many people talk about roofing on instagram (?).
Cons: You still have to pay a monthly fee in addition to that big up front fee, and they require a lot of extra fees for things that should be free. And I did review their website a lot, and in their FAQ they say that if you ever want to move your website you have to call them to make arrangements for moving your website (which I am guessing comes with a hidden "service" fee!). Its hard to know their intent because the language they use is very tricky.
Should you do it? Well, their fees are a little high, but not horribly so. My biggest concern is if you ever want to mover the site, why do you have to call them to "discuss" it? Its your site about your business, yes?? I would get something in writing from them saying they will help you move your site FOR FREE if you ever decide to discontinue their service. If they agree to do that, then I would say you can give them a try.

Sounds a little expensive, you need local reach not world wide exposure.
Having a free Google (maps) Places page that appears in searches for Roofer, your city. Might be as valuable a a fancy site. You need a business address they can verify, the places results have the A-G labeled stick pin symbols.

You probably know someone who can put some photos and text on a free site like the easy to use Google Blogger.com blog platform, investing $12 a year for a business domain name makes it appear more professional.
Your free site or expensive roofweb site requires some SEO to be findable in web searches.
