Call your local police department. Talk to a detective about setting up a camera near your mailbox and catch your landlord in the act. That way, you have a history of a complaint and you can receive swift justice if your landlord is, indeed, stealing your mail.
Call the police first before you do anything. Have them give you advice on the best way to set up your surveillance.
Do not confront your landlord. You don't want him/her to be aware that you're on to him/her. You want them to feel at ease.

That is a federal offense. You need to report it but you also need proof to do so.
