If i rent out property to tenants and collect rent from them, am i considered self employed?

No. I rent out property in the UK and I am not classed as self employed. You just enter your rental income in the 'Land and Property' pages of your Self Assessment return. You will need to ask HMRC for those pages if you are starting out.

In U.S. tax terms, "self-employment" refers specifically to compensation for services. Rental income is specifically exempt from self-employment tax. You have to pay regular income tax on the profit, but you don't have to pay the additional self-employment tax.
