All you can do is be more selective next time and be sure the place you move into is what you want at that time not a work in progress...
Find somewhere else. Or live with it. I'd move. Its only going to get worse.
No tenant can ever force any landlord to do anything they are not required to under the law. You knew it was under construction when you moved in. To my knowledge he is not required to give you any kind of ETA. Most landlords try to out of courtesy but it could be that the contractor is not telling him any kind of ETA either. So long as he gives you proper 24 hr notice when he knows they are indeed coming I don't think he is doing anything wrong.
if you are not getting any cooperation regarding prior notices especially when you need to make some adjustments for the protection of your property, moving is a definite possibility
you have no written agreement, but generally a 30 day notice to leave is appropriate
since he is very uncooperative I would think twice about even that
about a month ago I moved out of my parents house and into a flat share to reduce the commute time to work.
there are 3 bedrooms in this flat and the landlord occupies the flat below, again with 2 rooms.
The flat is a work in progress, which i knew when i moved in, however nothing has progressed in the last month. one example is carpets-I was told that they were to be fitted at the end of the month, when the landlord had all the rent from the 3 current tenants (he said this at the beginning of may) and he has now come back to say that money is an issue. In the same breath he said that he had bought 2 motorbikes at the weekend! he has also hired a cleaner because all the tenants (in his words) "work long, hard hours"
He has only just started giving notice as to when he is coming up, and that was when i requested it.
I have requested that he also let me know when the carpets will be fitted so I can take my two cats out for the day, to prevent them getting under the fitters frets (and because the front door leads straight onto a main road and i don't trust others to keep an eye on them) but he keeps saying "you don't need to its their home to" how do i force him to tell me a date or can i just say "either i take them out or you pay any fees should they get out and get hit by a car"
I don't know where I stand legally as nothing has been written down. I am not staying here any longer than i have to, but I need something lined up before i leave here.
any advice appreciated
