mass link exchange to unrelated site is not working anymore for SEO purpose. You might get some juice form high PR relevant webpage. however one way link is a lot better
however if your purpose is traffic it still work well. Get link from site that is related to your niche could bring in some traffic

link to high quality sites, this is very important.
For a new forum i am thinking of asking other forum owners if they are interested in some kind of link and sign up exchange. For example I sign up on their forum and post a few threads with my website listed and my website in a signature and in return they do they same on my forum. Would this be a good way to build up a site ? And with people clicking my link from another website would this build up Search Engine Ranking ? I read getting traffic and SEO is all about having a good linking system so the more alternative sites that link in to my website the better ?
