a custom index page that requires a username / password to enter the site behind it- but you will need to have a robots text file that disallows al spider indexing
another way is using a htaccess restricted access like a WP 'brute force' login restriction
the site behind these could be a hardcoded site or a WordPress (CMS) type site
you will still need a domain name registration and hosting, or you could get someone to allow you to place that as a subdomain on their site
You possibly need a content management system--something like CMS Made Simple
