Live, love, and work hard together, and once you are established and have some disposable income, THEN give yourselves a nice little ceremony with friends and family if that is important to you. Fancy weddings are mostly hyped up to sell magazines, products, and services. A young couple would be much better served to have those costs given and put into a nest egg for a start on their financial future.
As far as the apartment is concerned, you are single BUT you need to make sure that they understand that your boyfriend will be living there with you.
BTW, sorry to say this but if you are on a low income then just get married in a civil service. If you have to save for a wedding you cannot really afford it and the money would be better used for your living expenses.
