it's what they do they are making money out of you and this is all part of it the standards they deliver are down to the individual landlord/agent it is not efficiently regulated and as a customer your rights are limited by the contract you sign it is biased it says you are supposed to receive full sanitary conveniences where does it say it will be enforced how do you enforce it if he just doesn't fix it if it is broken how do you enforce entry to the garden how do you enforce a broken boiler to be fixed he can however enforce a fine on you by keeping your deposit he can then fix the toilet and the garden at your cost not his the cleaning you are responsible for
but he wins either way he makes money it's what he does

You need to reach a compromise on the cleanliness / deposit .
Vacuum: was his broken? FFS you can get a vacuum for 20 quid from Tesco.

You can try taking him to court but without any actual proof other than your word against his, your chances of winning are slim to none. If you have pictures showing you could not get into the garden, copies of requests to fix the toilet or his replies, then you might have a case. Not having the tools to work in the garden or vacuum the house is not his problem, it is yours.
Sure you can take him to small claims court. You would, however need extremely good documentation (photos primarily) showing its condition when you took occupancy compared to when you left. It would be nearly impossible for a judge to determine without such information. A lawsuit would add costs through filing fees and missing work to attend. You're right, he doesn't want to pay you. You need to determine whether it will truly be worth it. In my four years in college, I never saw a dime returned to me.
i am part of a house with 5 student tenants we have just moved out and our landlord is going to take most of our deposit from us however the house is in the same state it came in and he has already said he is going to tear it out and start again on the house...... he is planning to charge us for not cleaning the garden but he has blocked the access to the garden as he has the builders in meaning we couldnt access the garden he also has not provided us with any tools to complete this job and in addition he was dissatisfied with the cleanliness of the property but we did not have a working hover or any means of cleaning the house to the standard he expected, in addition to all this, he has breached the terms of our contract as we had one broken toilet which he said forget about because he didnt want to spend money fixing it, but in our contract it says we must have full sanitary conveniences and he has also overlooked aspects such as the fire alarms which should have been changed in 2013
so basically he is trying to screw us over but it feels as if he has all the power despite him breaching the contract several times
what do we do?? can we take him to court if he tries to charge any money off the deposit
