Trash is usually fair game and since he owns the place, he's probably doing it because he wants to make sure you're not doing anything illegal or against the lease terms. Not the best way to go about things, I agree, but just buy a shredder for documents and toss anything else you don't want him to see elsewhere.
Once you throw your trash out, it becomes anybody's property and no longer yours. Basically, your only option would be to take it somewhere else.

I've caught him digging through my trash a few times and he will even take it out of the garbage bin to look through my trash bags, he owns the condo and I pay rent. Is this illegal? If not what should I do about it?
