As long as they are just growling and not actually on your side there is no issue. If the dogs escape the property take pictures and call the police.

Common law in the US is that when a neighbor's tree/bush/landscaping is encroaching on your property, you have the right to trim it.

However, it sounds like your daughter and SIL need to have a discussion with the neighbor. They need to go over there with a nice batch of cookies and tell them that the landlord has gotten on them about the bush and that they (daughter and SIL) need to trim it, unless they (the neighbors) have any objections. They will tell them that the dogs get agitated when they approach that area of the fence and ask them to keep the dogs inside when they do it.

If they refuse to bring the dogs in and the dogs are trying to get out and are acting aggressively, they should call the police and animal control and report the dangerous aggressive dogs.

Anytime the dogs get out, call animal control.

While trimming the hedges, one person can stand there with a hose to try and keep the dogs off the fence line. They can also buy a nice raw whole chicken and feed it to the dogs to keep them occupied.

If the landlord owns both rental properties, daughter and SIL need to start documenting the events and letting the landlord know.

The neighbor bush is NOT your husband or daughters responsibility. The neighbor is responsible for trimming their own bush. They need to contact their landlord & explain to them that the offending overgrowth is on the neighbor property. The problem is between the 2 property owners at that point.

They should notify their landlord (in writing) of the problems in trimming the brush. Make it the landlord's problem to do the coordinating with his/her neighboring homeowner.

My daughter and husband live in a rental property, they are responsible for the lawn care. Yesterday they got a call from their landlord to clean up fence line. We went over to help. The over grown bushes belong to their neighbor that has allowed them to grow over the fence, this bush or whatever is seriously overgrown, I told my daughter and her husband that they could trim the overgrowth on their side of fence. Here is the second problem, no one can get near the fence without the neighbors pit bulls, 2 of them bark, growl, start digging, running into, well trying any thing to get through fence, the neighbors are gone most of the time, they have doggie door so these 2 pit bulls go in and out as they please when owners are gone, and at home, these two dogs have escaped their fence yard numerous times while owners are were both home or away. Needless to say we are afraid to go near the fence to trim back the bushes. Several neighbors have approached them about their dogs, fell on def ears. Daughter lives out of city limits, pit bulls are band inside of city limits. How are my daughter and husband suppose to trim fence line as requested, required in their lease? Unfortunately my daughter and her husband are not in a position financially to move. Son in law just diagnosed with MS lots of medical bills. This probably has no baring but these neighbors moved in after daughter and husband moved into rental and renewed lease for another two years.
