Personally, I would focus on SEO and optimize my website to capture that traffic. Use Google's Adwords Keyword Tool (free) to do keyword research. This shows you all the related keywords to put in your website and how many people are searching for your terms.
As mentioned before, make use of Linked In to help you network with other businesses that can use your services.
Facebook Fan Pages and Twitter can also help you find that targeted traffic you seek.
I would highly recommend starting a YouTube channel and make a series of short videos explaining who you are and what you offer.
There is not a monthly fee for Adwords, you pay per ad impression or per click (only paying for user actions)
You could target specific search keyword phrases like "customs regulations" you text ad can appear at the top if you are the highest bidding advertiser, each keyword can have a different price to reach the top position. When I just searched for the term only one paid ad showed up:

Again if you choose pay per click, you don't have to target your audience so closely since you only pay for those interested enough to click your ad, realistically if Google sees a very low click through rate they increase the click cost of your ad by calling it a "low quality" ad meaning in some cases the selected keywords or the landing page don't match the ad text very well.

Google ads seems to worthy when you have an great landing page. Some time your CTR is awesome but user just navigate away just single instance,landing page must be appealing to targeted audience,
Try to show all services and product on landing page. Have lesser fields on form, Only most recommended fields.

as many companies have their profile on there, your ads will be seen by your target clients. you can also directly contact the companies within your area through the LinkedIn profiles of their employees for free.
I would say LinkedIn is the best site for promotion of your business. you can also build your professional network there. Google always post relevant ads but there's a lesser chance of it being seen by a relevant person.
apart from that, try searching Google for the companies and email/ visit/ call them.

can anyone give me any advice on how to use google adwords for a very specialised business? the business is a very smalll operation (one person mostly), offering expert advice to businesses on customs and excise regulations, and helping them out of trouble where regulations have not been met. is google adwords the way to go to advertise? obviously this is a business which somebody would need to be looking for, and it wouldn't really help if people were just happening on an ad. any tips on search words would be helpful too. do you just choose search words randomly in any order? how much would we expect to pay per month on adwords? many thanks for any answers
