AC is not legally required to be included in any state but AZ.
A fan with a block of ice in front of it works nicely. What I did when I lived in Vegas was take an empty milk jug. Fill & freeze.

If all utilities are paid - including electricity - why would they want to run up that bill?

Air conditioners are a privilege not a right.
The LL doesn't have to put one in.
Landlord is required to provide a water, electric and heat source. They are NOT required to provide an AC.
Unless you are in certain areas of AZ, AC is not a legal necessity and the LL does not have to provide it.
He is already paying the utilities, so why would he install something that is going to cost him more each month for power? Did you offer to pay more rent each month to cover the cost?
People survived for centuries without AC. You will, too.
A/C only matters in Arizona.
Believe it or not humans have lived for 200,000 years without A/C. A/C has only been common the last 50 years. You will survive.
Unless you live in AZ you have no legal entitlement to AC
