There you can choose a cheap car in the right city from the set you car rental.
You're going to have a problem finding a company that rents to underage drivers. Most companies don't rent to anyone under 25. Those that do have an insurance surcharge of as much as $50 a day.
Yes, you pay for gas. You also need insurance, that is extra if you don't have your own policy or would be insured through your credit card perhaps (AMEX for example).
Actually car rentals work in a couple of different ways. Some companies charge a daily rate plus mileage, other just charge a flat daily rate. And the daily rate gets smaller the long you agree to rent the car.
Check to see if your present car insurance covers you in a rental (they almost always do) as to avoid the waste of buying the rental company insurance.
Also realize that car rental places typically don't rent cars to people under 25, and all renters absolutely must have a credit card.
They will offer the car to you with a full tank of gas and expect you to return it the same way. If you don't you get charged to fill up from their tanks which is sold at premium prices. I learned that lesson the hard way.
They typically give you a full tank of gas and expect you to top it off before returning it.
Rates are usually a per day + an obscene per mile cost which might be a killer for you, more commonly a rental car is just for about town, you may have to search for one that is cost effective for extended trips.
Get the per mile rates too before deciding who the rental service
