You wouldn't ask landlord to come over and clean the oven after you spilled cherry pie all over it, would you?
Or clean the refrigerator and you spilled a gallon of milk?
If it breaks down - the landlord is responsible for repair. Simple taking a filter out to wash is not a repair.
Unbelievable that this is even an issue.
There isn't a right answer here.
If the landlord wants it done correctly and on time, then the landlord (or his agent) does it. It's easy to say it's tenant responsibility and you can charge them if the unit breaks, but it's better to not have to sue them.
Or, you can have faith that the tenant will follow the rules in the lease and cares as much about your property as you do.
The tenant is responsible for cleaning and/or replacing the AC filters.
That isn't repair. I would expect the tenant would do that.

this is not me..it is my friend who says she doesn't have time to do it herself..even though it may take her longer to have the conversation with the landlord...
i wiped off some dust for her with a dry cloth..i wasn't about to wash it and wait around for it to dry though...
she actually doesn't have a lease at all....its just pay x amount an you can live there.....nothing is specified except the rent.....there was an issue with the plumbing and the landlord didn't even have a key!
Tenant can do this themselves. Landlord might provide a new one if it's needed, but if it just needs to be cleaned no reason a tenant can't do it
It is typically the tenant responsibility unless stated other wise in the lease. Think about it would you really want your landlord or maintenance in your unit every month?! Besides, they have more important repairs to do. If she cannot make the time & the unit breaks down due to her lack of maintenance she can be liable for the cost to replace the unit. Advise her to make the time or set aside the money to pay the price.
Would your friend clean the stove, frig, sink etc?? If yes she should clean the AC filter. If not---don't clean any of them. Be consistent
This is assuming the air conditioners are actually specified as included appliances/repair of appliances.

it is recommended that it be cleaned monthly...
assume the lease just says landlord responsible for appliance repair in general.
