David, Section 8 requires you work or live in the county or city where you apply. Some Housing Authorities offer privately owned subsidized apartments with preference for local residents.
It does not work as you would like to think. You cannot apply for Sec 8 assistance anywhere except where you live. If you move elsewhere, you need to be a resident in the new place for at least a year before you can apply there. That being said, most areas have a wait list once you qualify to apply
Actually, in most cases, anyone can apply for any Section 8 program in the country no matter where they live. Many have a local residency preference that gives preference to applicants that live, work or attend school in the city or locale.
There can be other complications to applying to a waiting list not near you. Some housing authorities require you to appear in person.

You can only apply where you live and where you work. It does not matter if others are open if you do not have proof of residency in that county or proof of employment there.
