What are the first steps, or any other steps, that should be taken to get a website up and running, from idea to completion?

Essentially, I have zero experience in web design or anything related and have never undertaken anything like this before, so i dont know where to start, where to go next etc. I am essentially just man with an idea at this point. What are the steps to take this from just a simple idea to a actual website?

Due to my lack of experience, everything in the creation process will be outsourced as money isn't really an issue. But I would like to be able to take over the running of the website once its complete.
