She can refuse to let you sublet if she wants. Pay the money or don't sublet, simple.

I am renting an apartment in Chicago. I am moving out of the city and I need to sublease my apartment. I have found a tenant to rent the apartment. I informed my landlord (who is absolutely crazy) that I need to sublease my apartment. She said that was fine, but she originally told me I needed to pay a $250.00 fee for the paperwork. Now all of a sudden she is not only charging me the $250.00 fee, but also the new tenet she is charging the $250 fee as well. On top of this $500 she is charging a credit check fee. There is also a $800.00 security deposit that the new tenet has to pay, which I do understand. Can she charge this $500.00 fee when she originally did not tell me this? I feel like she is just coming up with these random charges that she never said needed to be paid. The fees she did not say needed to be paid was this extra $250 fee and the credit check.
