Who do you market to? I would suspect that a large portion of your customers are teenagers. Get some low cost flyers printed and pay some teens to hand them out at school. Also, you can offer a discount to your current customers for referrals. For example, $10 off lessons for each referral that signs up for a minimum of 5 lessons package.

Take advantage of free online business directories like BookMyCity, Yelp, etc. Make sure it's available on an online booking site. People of your target demographic are going to search there to find driving lessons.
