A modeling agency would never make you audition for a commercial as models are judged on their height, weight and facial features. Models don't even need to speak English.
An agency would NEVER make you pay them for classes. Any agency would train you for free
John Robert Powers is a school you have to audition to get into. That's probably what you were doing. It's not a scam, but I didn't realize it was a school either until they told me the same thing. Schooling isn't a bad idea but sometimes if you've really got what it takes you can land an agency. I'd suggest meeting with photographers and getting a portfolio together. Go to open calls at agencies whenever you can and make sure to bring the port with you. Best of luck!
P.S. A good site that you can meet other models and photographers is modelmayhem.com. start a profile and you can meet some great photographers, many who will do a TFP shoot. Which is trade for photos so you don't have to pay. But also, be careful. It is the internet. Just make sure to look at credits and other models that worked with the photographer whether to know he's a legit photographer and not some creep.
It's a complete scam...they tell everyone that they're good in the hope that they pay the cash...modelling agencies do not charge prospective models...try another agency such as Models One...look at photos in fashion mags...the credits will tell you the agency that the models belong to...and then contact them

My family has always thought i should model, i know im not ugly but i dont have a very high self esteem so i figured id go for it and maybe seeing pretty pictures of me would build confidence.
so my momcalled this modeling agency John Robert Powers, and i went to their clinic or whatever and they made me do a commercial and they aid i did really good, i thought so too. so they gave me a call back a couple days later and wanted me to come in for another interview and headshots. they said it would cost nothing for me doing all the stuff, but that to do more commercials and to try to be on tv and stuff i had to go to their modeling and acting school. which would be like 2000 a year or something. my mom was dead set that it was a scam and never let me go back for my call back
part of me feels like this was a scam, and part of me feels like it wasnt, and was a biiiig oportunity missed.
