In a normal eBay listing, anyone can bid, and at the end of the listing, whoever won (bid the most) has to pay.
This seller apparently has had too many problems with winners that don't pay, so he doesn't want people to bid unless he authorizes them, which I guess means somehow figuring out if they can really pay if they do win. I have no idea how he thinks he can actually do that.
If you really want to bid on this item, contact the seller through eBay and tell him you want to bid on the item and see what he says.
P.S. In an eBay auction, if a winning bidder doesn't pay, the seller doesn't send the item. So it's not like the seller will get ripped off, it's just inconvenient because they have to try to sell the item again.
It means the seller wants you to message him and tell him you want to bid. He will check your feedback. if he deems you worthy of having proven you are a bidder that follows through and pays then he will let you win. I do not believe sellers are allowed to do what he is doing. If if were me I would report him to ebay.

he is scamming ebay by posting a low price (to avoid fees) but asking for a $2,000 price for the "serious bidders".
my point- he will ONLY sell for 2,000. don't even bother bidding for less.- but what he is doing is illegal.
