The typical shared server hosting account that will include 1 domain name and allow an unlimited number of added sites cost $8 a month, paying a year up front is often needed to get a decent price. You can find mini account that don't allow added domains or with bandwidth limitations for closer to $4 a month.
If you don't have a clear business plan and site specifications you might get your feet wet with a free blog account, that can remain free forever, Google's blogger.com is the biggest, hosting some 1.4 Billion pages, they have no paid upgrades like many of the other 'free' hosts, one upgrade, you may add a custom domain name obtained elsewhere (better than buying through Google) making your total cost for a site with a professional name about $14 a year.

Wordpress.com is another free host with some sort of paid upgrade if you get too commercial, it's sing the indistry standard blog engine you would probably use if you upgraded to a paid host with no editorial restrictions.
There are 2 possibilities:
1. You create the site yourself. You only have to pay for hosting (from $5 p.m.) and domain (from $7 for com domain per year). The the easiest way to create a website is by using wordpress.
2. You let somebody else create your website. It will cost you between 250 to 500 bucks, depends on how big your site is. I'm a website builder from Holland, just send me email about what you want then I can give you a price.

2) find dirt cheap hosting (some companies offer like $1 a month hosting) it isnt the best but, if your looking for simply the cheapest way...

There are companies like 1and1 that offer a bulk package for website name, hosting and help with creation, although i have never tried them myself so i cant give a recommendation.
