The landlord is doing the correct remedy. All a landlord can do when a pest problem persists is order continued treatments. Considering the condition of the other units they should be treating the entire building. Provided they are addressing the issue there is nobody to report them to because they are not doing anything wrong.

This is not the landlord's fault its your nasty dirty neighbor. If your neighbors are poor housekeepers & their units remain unclean no amount of pest control is ever going to clear the infestation. Mold is also a house cleaning issue. If you do not have a lease all you can really do is move & hope your next place does not have nasty neighbors.

It sounds like you need to report this to your maid. Maggots come from flies, and flies come from garbage, garbage right there in your apartment.

Continue to report your problems to the office.

However, maggots come from garbage being left laying around.
