Creating means " Programming ( writing codes ) of a website with some programming language like HTML , PHP etc . You can do it using Adobe Dreamweaver , free for first month ( enough time to create a website) .
If you are talking about hosting , then , yes ! . Their are free web hosting facilities like 000webhost and others but obviously it"s free so it has limited data and transfer options . But hosting is not expensive . ($14 /year ).
You can also use website builders , which are very easy to use . like Weebly"s website builder. But if you want to make a quality website you have to spend something on it .

If you have a google account use sites.google, it is very easy I used in in 5th grade and it was quite easy to use so I recommend google sites. Btw, you don't need to code and it's free! (I don't know if it's free if you make it public but when it's private it's free! But I'm pretty sure it won't cost money.)
