I tried managed PPC in the past, however, using those services are so expensive. It's just a rip off. If you want to run a profitable business, there is no way around having your own AdWords account.
There may be many issue behind adwords ban. Using too much coupons, wrong address, spamming network or ads looks like spam. Open new account or try microsoft ads.
The common practice is to have a Google Certified Partner handle the account so that he can keep you from getting banned again. Forget about trying to get unbanned once they tell you you can't appeal again. A website is every bit as entitled to ban a user who acts inappropriate as you have to ban someone from your house who behaves inappropriately.
Hard to imagine any website would actually tell you not to contact them again in the future
Well, try other servise like bidvertiser or breezeads because AdWords is even to expensive.
