It appears to be hosted on godaddy, you can probably expose the illegal operation to Godaddy and get their hosting account yanked for a short interruption of you get something out of that, a refund is just not happening.
Well there you go then. Anyone who wants payment by Western Union is a Con as the money cannot be traced.
