Completely depends. I can write out a completely long and complex answer but it comes down to this.
SEO is always great regardless of the product. But when it comes to investing dollars in advertising specifically it's all just logic and depends on what the website is about. I call it re-active and pro-active.
If it's a product/service , or something you think people will be googling to find, then use adwords. Adwords makes you the first result when people google you or search you. So for example if my website was for my business that was in landscaping then I would use google adwords and try to get people who were googling the words "landscaping companies in edmonton" because it's just logical, people usually go with the first service that comes up after they google. It's like paying for leads. I call this reactive advertising because It's reacting to them googling for landscaping.
BUT, if my website was just a blog or content website or something then I would probably use other forms of advertising that I refer to as pro-active. They are pro-active because you are pro-actively going to seek people out and try to get them back to your site, not wait for them to gooogle/search for blogs and then pay for them to come. So for example, I would probably invest those dollars maybe on facebook or google or w/e and spend the money advertising to people with certain interests. If my blog was on college activites in California I would probably use facebook to send ads to people 18-25 enrolled in university in california.
Again... most marketing is just logic haha.
There are a number of ways but one thing I do not advise is to pay money to any company to increase rankings.
