"algotithmic programs"? the internet is awash with archives of free code, some world class developed at public institutions.
Providing code to order is more likely to succeed, perhaps offering your services through marketplaces like elance.com, odesk.com or vworker.com (providing you are over 18)

Something with more mainstream appeal, like website templates or games is more likely to be successful as off the shelf pre-written code.
You should be able to. You just need to find a market for them. I'm sure people are looking to buy that stuff online you just gotta find people wanting to buy
if your program is good than you sholud not have any problem to sell your program..
