I assume you're talking about gaming computers and stuff like that. If you think that you could find enough people who want to buy one of those, go right ahead.
I see them advertised a lot online, so I know there is demand. Whether or not you'll be able to find the people who want them is another story.
Give it a shot.
And yes, if the computer doesn't work your customer will want a refund or will never buy anything from you again and tell other people not too. If you're in business for yourself you have to be super sure you do things right.
If it broke, you can make it clear in whatever purchase agreement you make that you'll either fix it (if you want to do that) or you won't fix it. They'll do whatever was agreed.
If you're not confident enough to be absolutely sure you can make a computer that works 100%, you should work on your craft until you are before you go into business.
I know for sure you can get cheap as hell computer parts from China, Japan and Korea.

Technically yes, economically no. Too expensive to build em in this country AND make a profit. Indians and chinese build em waaaaaay cheaper. You're better off repairing and refurbishing em and maybe installing and maintaining networks.

I eventually want to become a big time computer manufacterer, but for now I wanted to offer to build custom computers for people, i'm worried about little things like what happens if the computer doesnt work, or if it broke. i'm 17 right now, looking for a little extra money
