If she can't prove she can support herself while in Canada, she cannot come. One of the conditions of coming to Canada is she must prove she can support herself. Officials suspect she's coming to stay and will try to find work. There is no way she's coming as long as she can't meet the minimum requirements.

I'd suspect fraud - no visa would be issued to someone who has no income, no ties to the community (especially in a country that is notorious for visa fraud), and no reason to return home. The type used does not match by the way, it looks photoshoppd.
