There are websites out there like http://socialsellouts.com/ that act as a broker for selling twitter accounts; however, you must receive (and *prove*) permission from Twitter, Inc. before you attempt to sell your account or username. Twitter does NOT approve selling for no reason.
If you are looking to monetize your account, you could look into http://www.fiverr.com, and offer to post any tweet with link to your followers for $5.

Hi, its ok to sell your twitter page but this is against the regulations of twitters TOS this is also the same with facebook fan pages. but you can still do it safely with out having to get your account suspended, doing it discreetly would be the best way.
That being said I recommend going through a trusted broker/middle man to mediate the transaction so you dont get scammed or ripped off, I highly recommend http://fanpagetrade.com/forum for their high quality services and everything was legit and the transfer was flawless.
