You cannot! You must have a food permit (requires health inspection which you would probably fail since a car is not a suitable place to sell food even though its packaged unless its a food cart/car meant for that purpose) and location permit.
What you are doing is basically of equivalent (if not safer) to hosting a lemonade stand. It depends on your location, but for the most part I would say is legal. I see it happening often in my neighborhood and it continues without penalty.
Only if you are willing to risk being charged with a crime and paying a huge fine for not being licensed.
