Part of the business components about owning a website is paying for the domain name. I can't think of anywhere where you can host your site for free. However, there are good options at a relatively low price.

You have to register your own domain and find hosting for it, this could cost you up to 10 dollars a month which not a great some of money. The easiest way to learn this is by watching youtube videos.
